Seventh Call Announcement

The Seventh Call for main project applications is open from 1st July to 30th September 2019. For the Seventh call for main applications, the Monitoring Committee has agreed to three Strands:

  1. Main project target only to Priority Axis 2, Specific Objective 2.2 and Priority Axis 4.
  2. Capitalisation projects: applications under this Strand will have to focus on three alternative experimental approaches (Rollout, Policy Influencer, Transnationalisation) capitalising on the achievements of previously successful NPA projects.
  3. Disruptive technologies projects: projects to explore the practical application of new technologies to existing industries.

Terms of Reference have been formulated encouraging applicants to address specific actions, target groups, and sectors. The Terms of Reference can be found in the announcement document. The Monitoring Committee will decide on Seventh Call applications on 5th December 2019.

Guidance for applicants

Applications must be submitted through an electronic monitoring system (eMS), which is available on this link. The application pack with all necessary supporting documents can be found on the right-hand side and in eMS.

Applicants to Strand 1 can submit applications via eMS from 1st July 2019 until 23:59 on the 30th September 2019, Copenhagen time (CET). Please take time zone differences into account!

To assist with the selection of project ideas in Strands 2 and 3 “experimental approach” projects, a two-step approach has been established.

  • Firstly, a written Expression of Interest appropriate to only one of the above listed “experimental approaches” should be received by the Joint Secretariat no later than August 7th.
  • Secondly, if fitting the ToRs, the project idea holder(s) will be able to submit their application via eMS after August 12th and will be invited to attend the “How To Apply” seminar on August 29th, 2019 in Umeå. Strand 2 and 3 applications can be submitted until 23:59 on the 30th September 2019, Copenhagen time (CET).

Note:  Specific eMS instructions for Strand 2 and 3 applications will be published on this webpage in due course.

Applicants are encouraged to study the Programme Manual for a description of the Priority Axes, instructions for how to apply and the NPA eligibility rules. This and all other application documents can be found in the right-hand column. 

Special Note for 7th call applicants

Applicants from the Faroe Islands and Greenland should be aware of financial limitations in the Faroese and Greenlandic funding sources. However, “Geographical flexibility” rules are in effect, these rules specifically allow for the use of ERDF funding for Faroese and Greenlandic partners. (Please see the NPA Programme manual section 1.5.2 for further details). Note: The Monitoring Committee encourages partnerships with a wide participation from the NPA area. Applicants should not be discouraged from including Faroese and Greenlandic partners in their application.

The Monitoring committee recommends Norwegian and Icelandic project partners to contact their respective Regional Contact Points to discuss available funding, and to determine a reasonable grant request.

The NPA programme has reached the required targeted number of approved projects for all specific objectives, except for specific objectives 2.2 and Priority Axis 4, which are open for submission of project applications.

For Finnish applicants: it is recommended that Finnish applicants contact Ministry of Economic Affairs and Employment (TEM) immediately as they plan for their application in order to secure the national funding. The deadline to apply for co-funding is August 30th, please find all instructions at this link. Please note that the Ministry of Economic Affairs and Employment will not provide national funding for projects in Strand 2 and Strand 3.


In order to support applicants, the Joint Secretariat is organising two webinars focusing on the Seventh call. The first webinar will be held on 4th July at 12:00 Copenhagen time via Facebook live. Please like the Northern Periphery and Arctic programme Facebook page to participate in this event. The second webinar will be on 1st August at 11:00 Copenhagen time.

How to Apply Seminars

How to Apply Seminars will be organised on 29th August in Umeå at the offices of the Managing Authority. This seminar will offer technical sessions on the application form, budget and partnership. After the technical sessions, Project Officers will take the opportunity to talk with the project developers on a one-to-one basis. The seminars will be conducted as a combination of the presentation of factual material and on-line eMS tutorials.
