Driving Inclusive Territorial Development Through Collaboration and Innovation

INCLUDE is a transnational cooperation project supporting public authorities and communities in shaping more sustainable, resilient and prosperous territories through digital innovation. The project responds to shared challenges across Northern Periphery and Arctic regions, including skills gaps, limited engagement of youth and minority groups in decision-making, and the need to address climate change while fostering place-based economic development.

INCLUDE brings together partners from across Europe to strengthen institutional capacity and promote more inclusive territorial development. The project is built on three core principles:

Collaboration – clustering complementary projects and networks to maximise knowledge exchange and impact
Co-creation – actively involving citizens and stakeholders in shaping local strategies and solutions
Digital innovation – applying tools such as gamification, immersive technologies and AI-driven platforms to enhance participation and decision-making

This transnational approach enables partners to share experiences, test solutions in diverse contexts and scale effective practices across regions.Community of Practice

At the centre of INCLUDE is the development of a transnational Community of Practice (CoP). The CoP serves as a practical mechanism to support capacity building, foster engagement and ensure that local communities play an active role in shaping their future.

INCLUDE supports a wide range of stakeholders, including:

Local, regional and national public authorities
Higher education and research organisations
Sectoral agencies and service provider
Youth groups, NGOs and community organisations
the wider public

By equipping these groups with knowledge, tools and collaborative frameworks, the project contributes to more inclusive governance and more effective territorial development.

INCLUDE aims to create lasting change by embedding digital innovation and participatory approaches into policy and practice. Through its Community of Practice and jointly developed action plan, the project will continue to support knowledge exchange, innovation uptake and cooperation across territories well beyond its duration.
