Extreme weather conditions, such as heatwaves, heavy rainfalls and floods are now more frequent due to the climate change. As the municipalities have recognized that early preventive actions are less costly than disaster response efforts, adaptation planning has become an important part of their work. The C.L.I.M.A.T.E. project developed an International Best Practice Climate Adaptation Model (IBPM) to guide municipalities and councils in the process of preparing their own climate adaptation plans and strategies. Based on this model, Härnösand Municipality created its Climate Adaptation Plan, and Sundsvall Municipality prepared the Guidelines for heatwaves and Extreme Rainfall Plan. During the project, Sundsvall municipality improved its climate adaptation strategies so significantly, that they were ranked the 2nd best Swedish municipality prepared for climate change impacts (see p.18).

The CLIMATE-project enabled the preparation of an extreme rainfall plan and guidelines for heatwaves. The project provided valuable input from other project partners which improved the overall result. The mapping of extreme-rainfall developed during the project serves as a knowledge base for the Municipality’s ongoing spatial planning, and as information for external parties Both the guidelines and the extreme rainfall plan have increased awareness both within and outside the organisation.
