INNOCAP - a story of digital innovation across Europe

INNOCAP set out with a clear ambition: to help public services innovate faster by placing people, skills and collaboration at the centre of digital transformation.

Rather than starting with technology, the project focused on building capacity within public sector organisations—creating space for experimentation, learning and co‑creation.

Through a structured capacity‑building programme, participants explored disruptive digital technologies such as GIS, data integration, IoT, AI and virtual reality. Hands‑on workshops enabled public servants to test ideas, challenge assumptions and shape solutions aligned with local needs.

This collaborative process led to the development of four pilot services across Europe. In Sweden, a digital innovation platform now supports thousands of municipal employees to develop and implement new ideas. Iceland’s Waste Data Hub enables municipalities to make evidence‑based decisions aligned with EU waste targets. In Finland, an AI‑supported geospatial service strengthens decision‑making around the green and digital transition. In Ireland, IoT sensors are enabling real‑time monitoring of climate impacts on river systems.

Together, these pilots demonstrate how capacity building and targeted digital technologies can transform public services—offering a lasting blueprint for people‑centred, data‑driven innovation across Europe.
