METRIC 2.0 – turning data into action for stronger regional innovation ecosystems

How can regions better understand their innovation ecosystems – and use that knowledge to make better decisions?

Through the ASTRIC project, partners in Sweden, Finland and Ireland have worked together to further develop METRIC, a framework for analysing and evaluating regional innovation ecosystems. The result is METRIC 2.0, shaped by joint testing, regional experience and dialogue with stakeholders.

METRIC 2.0 helps regions look beyond individual indicators and build a broader understanding of how their innovation ecosystem is performing. It supports regions in connecting data and analysis with strategic priorities, stakeholder dialogue and regional policy development.

The framework is particularly useful for regional authorities, policymakers, innovation organisations, universities and other actors working with regional development and innovation. It can be adapted to different regional contexts, priorities and available data.

One of the key lessons from ASTRIC is simple: data creates value when it leads to learning and action. METRIC 2.0 therefore supports not only measurement, but also joint interpretation of results, identification of challenges and opportunities, and better-informed strategic decisions.

Developed through cooperation across the Northern Periphery and Arctic, METRIC 2.0 provides regions with a common approach while leaving room for the differences that make every regional innovation ecosystem unique.

From data to decisions: an example from Västerbotten

In Västerbotten, METRIC 2.0 has helped move innovation ecosystem analysis closer to strategic decision-making. By monitoring innovation capacity and bringing together different indicators and stakeholder perspectives, the region can identify strengths, challenges and questions that need attention.

The results provide evidence that can be used when regional strategies and priorities are discussed and updated. Instead of evaluation ending with a report, METRIC 2.0 helps create a continuous process where data leads to dialogue, dialogue leads to priorities, and priorities can lead to action.
