Arctic and North Atlantic Mass Rescue Operation Guidelines

The NAMRO guidelines are developed to support more effective coordination and cooperation during Mass Rescue Operations in the Arctic and North Atlantic region. The guidelines address the practical challenges associated with large‑scale, cross‑border incidents where the number of persons in distress may exceed the capabilities of a single national search and rescue system. They provide a structured, user‑oriented framework focusing on coordination between Rescue Coordination Centres, the sharing of information, and the management of international assistance in complex operational environments. To support the application of the guidelines in practice, several complementary tools have been developed within the project. A capability matrix provides a structured overview of available resources and coordination arrangements across participating countries, contributing to improved situational awareness and mutual understanding. A request template has been developed to facilitate clear and consistent communication when requesting or offering assistance between countries. In addition, a ready‑to‑use exercise directive is included to support the planning and execution of joint exercises, enabling authorities to test coordination procedures, validate assumptions, and strengthen interoperability in a structured and repeatable manner. Together, the guidelines and these supporting tools form a practical and adaptable framework aimed at strengthening preparedness, improving coordination, and enhancing the overall effectiveness of mass rescue operations in the region.
