The Monitoring Committee (MC) is the decision making body of Interreg NPA Programme. Each programme partner country is represented on the committee with its national and regional representatives (for some regions only one representative is selected) and decisions are made by consensus. In addition, the European Commission attends meetings of the MC in an advisory capacity together with other permanent observers as listed below. 

The MC is overlooking the Programme´s implementation, can decide the thematic focus of the calls, and is responsible for selecting the approved applications.

Summary of the MC decisions

The 6th Monitoring Committee of the Interreg NPA programme took place in Harstad, Norway on 3rd June 2025. All partner countries were represented, as well as some observers. The meeting was Chaired by Ms Lisbeth Nylund (Norway).


Programme administration
The Monitoring Committee reviewed progress in the programme implementation, including upcoming audits and current spending levels. It also approved a combined Terms of Reference for the evaluations of Interreg NPA’s implementation and impacts.


Procurement for the evaluation will open in the second half of 2025. The aim is to launch the first evaluation in January 2026 and complete it by January 2027. A second evaluation is planned to begin in February 2027, with results expected by January 2028.


Strategic programme overview
The Monitoring Committee took note that 41 main projects are currently ongoing, while most of the 24 preparatory projects have been completed. To date, 76% of Interreg NPA project funding - including funding for preparatory projects - has been allocated.


Sixth Call for projects
The Monitoring Committee approved the Terms of Reference for the upcoming Sixth Call for projects, covering the thematic focus, target groups, and timeline. The Terms of Reference will be announced at the 25th Anniversary Conference in Bodø.


Youth engagement in Interreg NPA
The Monitoring Committee also took note of an upcoming survey designed to gather input for the Youth Call scheduled for 2026. The online survey will be launched in June 2025 and shared with youth organizations and groups working with youth to collect feedback on effective management of transnational projects. More information will be provided at the next Monitoring Committee meeting.


Interreg Arctic Cooperation – Interreg Aurora & Interreg NPA
The Monitoring Committee took note of upcoming events and activities related to the Interreg Arctic Cooperation Clustering Call. One key distinction is that transnational clustering projects will be designated as Operations of Strategic Importance (OSIs). The Committee approved this approach and endorsed the proposed measures for the selection, monitoring, and communication and visibility of the transnational clustering projects.
