Mass rescue operations occur when many people are in distress, and local search and rescue teams cannot cope. These events are rare but have serious consequences.
The NPA region faces increased risks from maritime traffic, tourism, military activity, and natural disasters like landslides and forest fires. Long distances and limited resources in local communities add to the challenge.
To improve coordination, countries in the region must work together, sharing expertise and resources.
By developing common mass rescue operations guidelines, countries can respond more effectively, saving lives and protecting the environment.

The aim the guidelines is to establish common principles to support a harmonised approach to preparedness for maritime search and rescue operations involving the rescue of large numbers of persons in distresss.

A harmonised Guideline for Mass Rescue Operations in the NPA Region
Mass Rescue Operations are large, complex and rare incidents, where one nations search and rescue capacity is at risks of being overwhelmed. These types of disasters could have large consequences for the NPA region. Success often depends on well coordinated actions and resources from various organizations and stakeholders; regional, national and transnational.
The NAMRO project guidelines address the practical challenges associated with large‑scale, cross‑border incidents where the number of persons in distress may exceed the capabilities of a single national search and rescue system. They provide a structured, user‑oriented framework focusing on coordination between Rescue Coordination Centres, the sharing of information, and the management of international assistance in complex operational environments. To support the application of the guidelines in practice, several complementary tools have been developed within the project.
Together, the guidelines and these supporting tools form a practical and adaptable framework aimed at strengthening preparedness, improving coordination, and enhancing the overall effectiveness of mass rescue operations in the region
